The Court also rules, on side issues, that a tax deed is not required to bo in tho exact form prescribed by the statute, but only substantial! in form and that such deed is of it- self prima facia evidence of everything necessary to its own validity, and of title In the grantee mentioned therein. This Is a very important decision, in that it reaches a species of prop erty In this State which lias hereto- tore almost entirely escapen taxation.

We refer to lauds owned by speculators and non-residents. There are thousands of acres of such lands in Kansas some iu nearly ev ery county-that have never yielded a uonar in support of tne government. Year alter year, these lands have been bid off by the counties a want of faith in the efficiency of the laws having deterred iudlvldu-als from making purchases at tax sales.
