French meteorologists have lately made the agreeable discovery that M. Eiffel's tower will be of far more Value for scientific experiments than was originally imagined. It is, of course, unnecessary to remark that many obserfa tories in this country arc situated at a much greater height above the level of the sea, but this is not the point. The altitude of the structure itself renders it lar more independent of the surrounding influence than the average observatory, and actually places it in the same category as those erected on mountains like the Pic du Midi. This has already been ascertained from observations made with ft view to recording" the velocity of the wind, it having been found that on the summit of the tower it is greatest at the very hours when the breeze is strongest on the highlands.

Thus, at places situated no great height above the sea level the velocity of the wind is usually noticeable from noon to two p. while it is less perceptible at daybreak. On elevated ground," on the other hand, the wind falls in the middle of the day, increasing after sunset. This last phenomenon has been repeatedly remarked on the iron pile, though as I may add from personal observation what wind there may be almost invariably moderates in Paris on the approach of night This is particularly noticeable in summer, when there is almost always a dead sultry calm at sunset. Curious to relate, tho temper ature on the top of tho Eiffel tower is also more even than is the case on terra firma.

Thus, while the average difference in Paris in the twenty-four hours amounts to ten degrees Centigrade, on the summit of the huge monument there is only a change of five degrees Centigrade, precisely the same as that recorded at the Pic du Midi. In summer the thermometer on the tower stands lower and in winter higher than it does on the ground below. It is a noteworthy fact that while some time ago a severe frost prevailed here, a strong, warm breeze was blowing above, and that for upward of three days this pleasant temperature was enjoyed on the summit of the tower before Parisians had the benefit of it. In short those meteorologists who have had regular opportunities of testing the resources of M. Eiffel's structure are eloquent in its praise, declaring that it is simply unique as an observatory.

The House of Representatives is now working 'under the, new rules, and according to all reports Congressmen ar finding out the great value of the new code in expediting business. More Work can now be done in an hour or two than it was possible under the old rules to finish in a week.

When the committee reports are called up it is possible now to go straight to a result, and yet no right to discuss or to propose amend ments is infringed in the slightest degree. For example, the report of the House judiciary committee on the bill to divide North Dakota into four judicial districts, fixing the1 places for holding court, was called up the other day and promptly disposed of. The bill had been carefully worked out in the judiciary committees both of the House and Senate, and the report supplied all substantial information, as well as reduced the matter to its essential points. Nevertheless, a small minority of the House, including some Republicans as well as Democrats, undertook to make factious opposition. Bill Springer began the tactics of frivolous and exasperating opposition which are so characteristic of his methods.

Under the old rules it would have taken at least a week to come to final action on the bill, and it would indeed have been possible for the puny minority, led by Bill Springer, tc defeat such action. But under the business-like provisions of the new rules the obstructionary minority was compelled to put their objections into actionable form and submit to prompt action. The result was that the House made short work of the opposition, perfected the bill and in due time, in the session of the same day, passed it. This is probably a fair illustration of the practical working of the new code of rules. In this case there was no question between the political parties.

The question before the House was purely a question of business. The new rules simply enabled the House to transact business. The fact that purely dilatory methods are cut off by the new rules is by itself a powerful influence in facilitating business without regard to actual enforcement of the rules. It is, so because cranks, disturbers and factious minorities, knowing that a dilatory motion will not avail, are forced to put the grounds of opposition upon their merits. They are forced to meet the issue, te submit their case, to show their hands.

The new rules, in short, tend to strip matters to the nakedness of truth. This by itself is an invaluable gain. Where faulty legislation is proposed the showing of the fault will be far more likely, nnd.r these circumstances, to secure ita correction, and if not so then to place the responsibility precisely and visibly where it belongs. Before the session of Congress is half over the wisdom and efficacy of the new rules will be recognized not only by the country generally, but even by the Democrats who fought them so bitterly. The gentlemen who assure us that free trado fitim-ulates, Ldne manufactures as well as foreign exchange aro requested, to ponder the following1 facts and figures, borrowed from Free Trade, en English journal of economics: Since the introduction of the Cobdentan policy of free imports and abolition of any proteo-t ion whatever or. native industry, -our-protino-tion of wheat has fallen off considerably more than (191 square miles of land were thrown out of wheat production during the past year alone), and the skilled agricultural labor era have been thrown starving into our towns and on to our streets to compete for bare life with the dockers or to fight among numbers for any chance job or wretchedly-paid and unskilled labor. And what has been the fact of other skilled industries for which we were one famous? In 1859, just before the Cobdenian treaty with France, our silk industry found direct employment for 120,000 souls, and imported for the purpose of manufacture 10,696,679 worth of raw silk; in 1885 the number of persona employed had fallen to 42,000, and our production had so fallen off as to demand only 97 worth of raw silk. Take another pleasant and healthful industry now all but extinct. In the year 1SS8 this country imported 17,651,502 pairs of gloves, of which the declared value Was 1,098,749.

Why were these not made at home, and where are the half score of little English towns that once made a pleasant living out of this like handicraft! Gone into poverty and decay, like Prescot with its watchmaking, Df which we wrote a fortnight ago. And the skilled labor of all these places driven out to leek in rough and unskilled labor the mouthful of bread which is denied them in recompense for their own skilled work. And yet we have sham philanthropists, and even greater shams of reformers prating about "technical instruction" for every school child, so that every boy and every girl may become a full-fledged "skilled" worker I What con that skill avail to long as the work of the equally skilled foreigner is admitted on more favored term to compete with it? It may be contended that our cotton trade has increased during the period specified. Just so but that, is because the cotton manuf act-nre has been the spoilt child among British industries, even to the extent of having a special protection accorded to it In shape of "a virtual County. Taussig, who is not a protectionist, has declared that the protective tariff of the United States has cceated the silk manufactures of the United States. Free trade well-nigh has killed the silk manufactures of Great Britain. While the British production of wheat bas diminished one-half since 1848, the beginning of the free-trade era, the American production of food has increased nearly threefold since 1860, the beginning of our protective era. The increase of Britain's commerce during the free-trade era has been in woolens, cotton goods and iron. But two protective nations latterly have been supplying many of the markets which once were Britain's commercial dependencies.

The United States, which consumes worth of woolen goods every year, now manufactures 300,000,000 worth of them. Germany is making mOst of her own cotton goods, and nearly all of her own iron-ware. The United States bas become second only to Britain in the manufacture of iron and steel, and now manufactures and sells as cheaply as Great Britain. Germany, which until the adoption of a pf otective policy exported vast quantities of grain, now finds a home market for Iter home produce; the UnitedStates, which once had little other business than that of supplying Britain with "cheap wheat" for its cheap laborers, now finds a home market for all but three per cent, of its farm products, and for all but nine per cent, of its food products. While land continually is relapsing to grass in England, new areas of grain continually are being planted in America.

While England's greatest statistician is declaring that "longer hours, fewer holidays and a less expensive style of living" must be adopted to secure the retention of such "markets of the world" as are left to her, American laborers ure demanding an eight-hour day, legal holidays are increasing in number, and the latest report of the Comnffssioner of the Bureau of Labor Statistics shows an increase of wages In most trades. Tho Government of the United States having the unquestioned right to demand of every one of her citizens the best services in her defense in time cf peril, whether from within or without, is bound therefore by every principle honor, consistency and good faith to protect its citizens in the full and free enjoyment of each and every right conferred Upon them by the Constitution, and this convention protests against the seating in the American Congress of any applicant, no matter ef which party, who presents himself for admission unless his election is untainted, either by fraud, violence or assassination, and we Indorse the present action of Congress in carrying out this policy. VVe are heartily in favor of the general provisions of the Inter-state Commerce act and we demand the regulation of allrailway and transportation lines In such a manner as to insure fair and reasonable rates to the producers and consumers of the country. We favor such legislation as will prevent all Illegal combinations and unjust taxations by aggregated capital and corporate power; we Insist upon tho suppression all trusts, combines and schemes designed to artificially increase the price of the necessities of life. At the same time we favor the protection of all American business interests from destructive and unfair attacks.

We emphasize our approval of liberal and equitable pension laws. No soldier, whether disabled in service or elsewhere, should be permitted to end his days In the poor house, nor should his family be allowed to suffer want. That discriminating preferences of Union veterans in appointments to public office, which is one of the features of this Administration's liberal policy toward the soldiers and sailors who defended the Government, meets our warmest approval. We recognize the dignity of labor and the necessity of proper legislation to protect its interests. We shall unswervingly oppose every attempt to lessen the fruits of toil, or to place honest workmen in competition with paupers and convicts, domestic or foreign.

The rigid enforcement by this Admin-istration of the Alien Labor Contract law commands our approbation. The request of laborers foi reasonable hours of labor should receive legislative consideration. We approve the action of the various Republican Legislatures in adopting a system of ballot reform whereby fraud at the polls is prevented and every elector is enabled to vote independently and intelligent y. We believe the education of the masses to be the best preventive of bad government and we therefore favor Federal assistance when needed in the work of eliminating illiteracy from among our population. The Republican party has always been distinguished for its courage and always has been prompt in recognizing any display of this quality by its leaders.

In line of this policy this convention expresses its approbation of Speaker Reed's action in standing boldly for the principle of a majority rule against a Democratic power in and out of Congress. The amendment that created the only breeze during the two days' session was offered by Isaac Revell, of Washington, and is as follows: "And we demand that our representatives in Congress redeem every pledge made to the people of Chicago in 18S8 by repealing the internal revenue laws, by revising the tariff, by passing the Blair bill and completely restoring silver to the currency of the country and the liberal pensioning of every Federal soldier." After disposing of the platform the committee on league submitted a declaration emphasizing the expressed divorcement of the organization from all efforts to influence the action of any convention or to indicate a preference for individual candidates; that it was not in the province of the league to dictate the policies or principles of the party; calling the attention of the State leagues to the necessity of organizing in every promising Congressional district; the necessity of immediate organization in the South, and calling attention of the National Congressional committee and the National and State executive committees to the necessity for immediate preparation and distribution of campaign literature. The report was adopted as presented. The election of officers resulted as follows: President, Hon. John Thurston, of Nebraska; secretary, A.

B. Humphrey, of New" York; treasurer, Hon. Phineas Lounsberry, of Connecticut, with a vice-president and member of the executive council from each State. Cincinnati was chosen as the next place of meeting. A Canine Conclusion.

Philadelphia, March 6. Magistrate Eisenbrown has discharged from custody Dr. Benjamin T. Shimwell, wbo had been arrested on a charge of unnecessary cruelty to a dog. Dr.

Shimwell is demonstrator of surgery in ihe Medico-Chirurgical College and had recently in the course of- his lectures made an abdominal demonstration of vivisection upon an etherized dog. The warrant for the doctor's arrest was sworn out by officers of the Society for the Prevention of Cruelty to Animals. Defense was made that the operation was in the interest of science. The magistrate after hearing the evidence dismissed the case. Strikers Attack a Silk Factory.

College Point, L. March 6. -The strike at Sulbach, Weinage silk mills which began last Thursday, when over 100 wearers quit' work because the firm refused to reinstate adischarged weaver who would not pay for defective work, is assuming serious proportions. S6iS Opposite Views Expressed by Two Famous Sons of the "New South." Henry W. Grady, on the last occasion that he spoke in public at the Boston banquet stated without palliation or equivocation the position of the Southern Bourbon whites on the race problem.

Said he: "We of the white race of the South regard the political subjugation of the negro as essential to white supremacy, and no matter what constitutional right he possesses when in a majority, he shall not vote unless he votes with the superior race. Wrhich is to say, that thougb the constitution of the United States makes no account of an American-born citizen's color or race, though it prohibits any restriction upon the franchise based on race, color, or previous condition, the Bourbons of the South are determined that the white race alone shall be allowed unrestricted suffrage. The other day another Southern man spoke also in Boston. He is an old soldier from Arkansas, a Southern-born citizen, a man whose brother lies in a bloody grave, murdered by a Bourbon assassin because he was a Republican Powell Clayton. He may not possess the art of tickling the ear to the degree that Grady did, but his words have the ring of truth, ot honesty, and breathe the spirt of progress, of civilization, of enlightenment.

He said: "Why should not the negro be admitted to equal citizenship with all? He is loyal; in times of war a gallant soldier, docile and submissive, industrious, Christianized, ignorant, it is true, but through no fault of his own, but a ready learner." Were the dead Grady here to answer Powell Clayton's pregnant queries his reply would voice the sentiment of Southern Bourbonism: "Because he is a nigger he should not be a citizen." But this is not the answer of the constitution, not the answer of civilization, not the answer of any man who has his face toward the sunrise. The true answer is: "The negro is a nan and his rights are sacred, whatever be the color of his skin, whatever the blood in his veins." Powell Clayton is a representative of the ideas which must dominate the South before the race problem can be solved. That problem is the most important ever before the American people more important even than the slavery question, for that involved but tlio destiny of 3,000,000 American-born persons, while this involves the manhood, the progress of 8, 000, 000 who, though free, are held down, proscribed, outraged and despised in the States of their birth, where their underpaid toil on-riches the men "who deny them the rights guaranteed by the Federal, constitution.
