Supt. Fagan said: "The Kansas Western will have more miles of railway in operation in Kansas in two years than any Government Land Laws in Brief. Generally speaking govarinent land can be taken in three ways: Under the preemption, homestead and timber colture laws. PRE-EMPTION Any person over 21 years of ago or the head of a family, whoiaa citizen, or who has declared his or her intention of becoming such, not already owning 320 acrs of land can pre-empt, A married woman can only pre-empt after being divorced or deserted by her husband, and a woman holding a pre-emption loses it by marrying. On public or unoffered lands a pettier mufit file within ninety days after settlement.

The word settlement is construed to mean somo actual, personal improvement made on the land. The act of settlement must be prior to the liliug. After tiling the pre-emptor has thirty mouths in which to show six months actual, continuous residence and pay for the land. A person cannot make final proof without being a citizen of the United States, and if not a citizen a cevtfied copy of papers must be filed together with final proof. A person can pre-empt only once; $1.25 or $2.

IK), per acre, in money, or its equivalent, must bo paid at the time when proof is made. HOMESTEADS. Ar.y porson who is the head of a is over 21 years of a native or naturalized citizen of the United States, or has declared his or her intention of becoming such, and has never made a formor homestead entry is entitled to 100 acres as a homestead. A wife cannot homestead. The fee to be paid at the time of entering is for minimum and 18 for double minimum land.

If tho land is entered at the office the homesteader has six months in which to comence residence npon the tract, and dur-riug that time the entry is not subject to contest. Before six months expires an actual; bona fide residence must bo established on the tract. It must than be resided on for five yearn from the date of entrv, when it can be provod op npon. The final proof fees are $9 if within railroad limits, and $5 if without. Soldiers and sailors in the lato war are 'entitled to four years, but they must reside on the laud one year at least.

If the homestead is not proved up within seven years from date of entry it will be reported to the commissioner and cancelled. An ex-soldier or sailor can file upon land, through (H. D. which holds the land absolute for six months. Before the expiration of six months the soldier or sailor must appear at the land office in person and put in his homestead papers.

The 'II. D. can be made out in any part of the conntry and sent to an agent residing at the land office. An 'II. D.

expires in six months and carries tho homestead right with it, but does not interfere with tho pre-emption right. Neither a homestead or an 'H. D. (soldiers declaratory,) can be made of record while the party is residing on a preemption. A pre-emption right cannot be used while holding an 'H.

D. or after entering Rud before proving np a homestead. The rights of an ex-soldier or sailor descend to his widow, who loses thera by re-marrying. A single woman taking a homestead and then marrying, does not lose it, but fclie mtit reside npon and cultivate it after marriage. If at any time a homesteader 'abandons' his land for more than six months it is open to contest.

The above rule is construed liberally. Sickness, in the family, and even poverty will greatly mitigate and possibly remove the difficulties. The whole grist of all the land laws can be pat in two words good faith. TEES CLAIMS. ex-Postmaster General Hatton and Clinton A.
