Senator Perkins replied that it did not make any difference to him what his record or his endorsements were, lie would not use his influence for any old soldier who was not a republican. Mr.

Harter had by this time become thoroughly convinced thac the justice of a demand cut no figure with the republican senators and heads of departments, and that it was utterly useless for any one to seek for favor at their hands unless he had a strong "pull" or was willing to stand a "rake off" from his salary each month, as shown by the reports of several investigating committees had been done in many cases. If the applicant happens to be a woman, tender years and good looks are her best recommendation, the price exacted of her by some of the shining lights of the God and morality party is a heavy one. Soon after his arrival there Mr. Harter made application to Commissioner Baum, of the pension department, for a position as messenger, watchman, doorkeeper or anything of the kind, put was told there were "no vacancies." It was the same at the agricultural and various other departments, yet Mr. Harter says that men were appointed to positions almost daily, but he soon discovered that they were republicans who "stood in," and that it was practically useless for any one but a republican to try for an appointment of any kind, no matter what his services to the country had been or how strong his endorsements.

Soon after the opening of congress Jerry Simpson introduced a bill in the house "granting to Sergeant Thomas O. Harter of Co. First Indiana cavalry, $10,000 and a gold medal, for losses and for services, which, in July and August, 18U2, saved General Pope's army and the national capital from capture by Lee's army." The bill was favorably reported upon by the committee of the democratic house, and Senator Peffer introduced the same in the senate.
