In the first place, it was a disputed question whether he should be tried by oourt martial or by the United States court in the ordinary way. Second, should he be tried for complicity in the assassi-aation plot or for treason? It was early decided not to try him by court martial or for complicity in the assassination of Lincoln. He was then indicted in the regular way by the United States district court in Richmond, Ya. He had from the first been imprisoned in Fortress Monroe. Lodged there in May, 1866, he was kept in suspense, untried for about two years.

At the next session of court the indictment was dismissed, and early in the winter of 1863 a general amnesty was granted by Andy Johnson, which included Jeff Davis, and may be said to have olosed out the case. The real reason the old traitor was not tried was that Andy Johnson turned traitor to the union party and threw himself into the arms of the confederates, copperheads and doughfaces, there was no prosecution. Johnson did not Want the villian tried and hung. The proper way to have disposed him was by drumhead court-tnartial, but that was not done and he escaped, and still lives to shout treason.

A man anxious to get rich asked Old Commodore Vanderbilt about the best, way to do it. The old man's reply was "work hard and say nothin about it." Geu. Lewis Cass when asked the same question by a young man, said: "Well, get a piece of land and get other folks to build a city on it That was the way I did it." Section 8. That section five of chapter twenty-four, general statutes of Kansas, shall be amended to read as follow: Section live. The oath may be administered by one of the judges of election, or by any person qualified to administer oaths who mav lie then present at the polls.
