C. Hopper, who has just completed two terms of satisfactory service as County Clerk of Ness county, has issued a seventy-five page book giving a detailed statement of the financial condition of the county for four years. It is a valuable publication to the people of that county. Other counties will do well to adopt a similar plan of giving to the taxpayers desired infci-' mation in regard to public affairs. The Emporia City Council recently elected one Thomas City Engineer.

Thompson, an old soldier, was a candidate, but was defeated. He brought an action in the District court to enjoin Thomas from acting and the Council from paying him. He alleged that as an old soldier, able-bodied and qualified for the position, he was, under the old soldier act of 1883, entitled to preference and incidentally to the office. Judge Randolph thought differently, and held that he had no right to assume the duties of the City Council and declined to interfere in the matter. The history of the defeat of Senator Pomeroy for re election in 1873 is well known to most Kansas people.

It will be remembered after several ballots had been taken and Pomeroy only lacked a few votes of being elected, Senator York, of Montgomery, marched up to the Lieutenant Governor's desk and laid down 07,000 which he confessed he had received for a promise to vote for Pomeroy. This resulted in Pomeroy's defeat. The money was turned over to the 0100 to the Republican campaign fund in 1892.
