Land Office, Ktrwin. Kan.) Oct. 1st, 1SS0 Complaint' having been entered at this ofike by Gilbert IJ. Lashell against It. J.

Campbell for abandoning bis tbmber entry -No 2S22, dated Oct 1st, 1S7S, upon tiie north-west section 23. Licenses Do Not Protect. The prohibition amendment passed last Tuesday and went into effect at six o'clock p. m. of that day.

This is the view taken by the best lawyers: The canvass on the first Monday before the last "Wednesday of November only officially declares the fact that the amended constitution went into elFect at the close of the polls on tho 2d inst. A license now protects no man in selling liquor for any purpose whatever. The theory that a man has a vested right in a license until it expires is nonsense, lawyers say. If the, county attorney of Shawnee or any other county should to-morrow commence a suit against one for sell bis liquor either to be drank or to be usedfor scientific, medical, mechanical or sacramental purposes, the license he may hold from county or city authorities would no more protect him against the penalties of the law tian doea the license he may hold from the United States government. It is well that this matter be thoroughly understood and this is the reason we make these statements." A sudden and great change has.

been made in our organic law and the working of it should be placed before the people so that if prosecutions are commenced they cannot plead ignorance. There has got to be a radical change in the.manner of transacting a business that foots up largely in dollars and cents. Thp sooner all classes realize this and make the ne-; cessary arrangements to comply with the law the better for all concerned, Those holding licenses will have an equitable claim against the city or jcounty which granted them for the return of the money they have paid for the time the license has lo run. We do not know that it is a legal claim but we take it that the authorities will not refuse repayment because of a technical right to do so, but will promptly refund if so Commonwealth. BUCHAN'S CARSOLSC Exercise yoyr a newer and be trr philosophy.
