I think humanity demands it. The Xcm is About to go distracted over the matter, and lose what little sense it has God knows it has none to spare. One year ago last April, A.

W. Moore and Frank Stout bid for the county irinting. The bids were wordudjn such a manner the County 'could not determine which of the bids was the lowest, both being below the legal rotes, "and they were la acaend their bidsreivjns the price fetich piece of work separately. The time arrived for opening the bids and but one was presented, that of A. W.

UfksikyiJidl legal roles; Moore having bought (or promised to buy) Frank Stout off, by agreeing to pay him a good liberal price if he would not bid, but telling some of his friends Jbe intend to'pay Stout one cent. The County Board promptly rejected his-very dear love for the tax-payers" interests! and very plainly Informed hha that they, would go to Leavenworth or Atchison for the printing for ihe county before he should love the people so dearly. Some, time after, Moore sneaked around like' a whipped" begged to do the printing at half legal rates. The CoTzfiy Board passed an order authorizing mo to contract with A. Moore to do the printing at half legal rates, which I did eon-tract to run to April 10, 1872.

On the 12th day of April, 1872, after Moore's contract had expired, and before the Board made any arrangements for the printing another year, I give 'The, Express several-jobs of work, stating' plainly at the same time that the bill would be subject to the action of the County Boards Moore lias done several jobs of trotk'fsce 1'jWBtrnct expired; for which this dear lover of the people only charged full legal rale. Because he did not get all the printing to do, so that he could, charge full legal after hU: contract had expired, he raises a big howl about swindling the tax-payersof he county. "Pro Bono rSmlicMppears to be wonderfully interested. This Tickle-Breeches of a man proposes to run for county superintendent this fall, and he 'he can Wind the people's eyes as far as he I is concerned, by commencing early to howl, "Swindler," of all those men who yell "thief," are either thieves themselves, or are about to run for.an oflice, very probably I regret that I am compelled to reply to their brainless harangues, and would not have done it not been for their persistent-Jyng about this printing matter. There are many more things that I know about printing; this, however, will suflice for the present.
