Willie To provide for the better protection of game. HOUSE, Washington, Feb. 5. Imm'Kiiately after tha reading of the journal this morning, debate on the civil rights bill was continued. When Mr.

Halo had concluded. loud cries came from the Democrat ic side of the house, asking if he knew a single state in the sooth where the provisions of the fourteenth amendment were not in full force? Mr. Hale replied that he could not say, whereupon Mr. Lamar declared that if there was in all the statute books in the southern states a single law in conflict with the fourteenth amendment, no was equally, with Mr. Hale, ignorant of it.

A large crowd of members gath ered around Hale and Lamar, and for a few mloutea there was quite an excitement, which ended in a burst of applause and laughter from the opposition side of tho floor at a declaration by Xjamar, mat in Mississippi the neeroea had more privileges in railroad card and else-were than the whites. Mr. Eldridge protested solemnly againt the proposed legislation; this and kindred measures were only for the benefit vt unprincipled carpet baggers and scalawags and pot-hocse politicians, who would make merchandise of all the rights of the colored race, and of their bodies and souls, if they could thereby keep themselves in control of place and power. Mr. Brown, of Kentucky, opposed the bill, although he acknowledged that it was a foregone conclusion that to-day's sun would set upon it as a law of the land.

Is there nothing in the aituation to touch your heart with pity If your magnanamity cannot oe reacned, will you not oe moveu bv some sense of Justice? Onward and onward you go in defiance of the sentiment or our country with out pity and without justice, remorselessly determined, it seems, to drive the southern people to destruction, to give their roofs to the flames, and their flesh to the eagle. Brown to the area in front of the speaker, all the Democratic members being on their feet and exhibiting great feeling on the occasion; while many Republi cans, wno were crowding the galleries, were straining eyes and ears at tne unusual incident. Mr. Brown remained standincr. with one hand in his breast and the other behind his back, while the speaker In a dignified and severe tone, administered the cen sure of the house in the following terms: Mr John Young Brown, you are arralgnedatthe bar of the house under Its formal "resolution, having transgressed its rales: bv disorderly remarks, and for -having resorted to prevarication when. your attention was called to the rules by the speaker.
