Schimerhorn either House is Senate Bill No. 1, by the revision committee, which is a bill in relation to state officers and departments, and administration of state affairs. It is ene of the fruits of the codifying committee and took up the greater part of this week in the Senate, passing Wednesday noon. The bill eaves thousands to the people of the state and will of course pass the reform department of the legislature. John-sou was returning from a trip through Arkansas and Texas, and made special mention of Aransas Pass aud Galveston with which cities he was highly pleased, and saya that every, thing is in a flourishing condition. The captain says that all Texas is wild over the defeat of Ingalls, regarding him as their worst enemy, yet at the same time they ackuowledge that he is a man of commanding ability and a credit to the nation. lie thiuks that the next few years has great things in store for that state, but says that there will have to be some reforming done first. OGLE, PROBATE JUDGE Final Proofs Made. Mrs. Pen na who received an injury from having a team back into one of the city drains about a year ago, has filed a claim against the city of damages received amounting to about 3,000. The receipts of tho benevolent department during the year were fcUO.940; the expenditures were $134,100. The native churches in Japan, under the care of the American Board, organized, half a dozen years ago, a Home Missionary Society. It has flourished so well that the demands of the work now justify the appointment of a paid president, who will devote all his time to establishing new churches and strengthening those already existing. In Montenegro, schools for elementary instruction are supported by tbe Government; education is compulsory and free of charge.

In 1S89 Montenegro had 70 elementary schools, with about 3,000 male, but only 300 female pupils. All males under the age of twenty-five and over ten are supposed to he able to read and write. The country has a theological seminary and a gymnasium or college for boys at Cetinje, and a girl's high-school is maintained at the charge of the Empress of Russia. The Indian Commissioner has asked for an increase of about $800,000 over the appropriation for the current year for the maintenance of Indian education. For eight years, beginning with 1876, there was an annual averago increase of 75 per cent, in appropriations for this purpose, but for the last five or six years there has been practically no increase, and in 1S87 even a reduction.

The Commissioner is but doing his duty in reminding us that if the Indian children are to be made self-supporting citizens, and not continued as dependent pauper wards of tbe Government, this educational work must be done, and Congress ought not to hesitate to provide for it adequately. The congestion of milk at the several farms now that it has a good price, and the fear of an assessment to defray the necessary expenditures of improvements, cause some few of the stockholders to wish an exchange of places with the non-stook-holders.
