The tariff question is looked upon as tho muddle, the puzzle, or gordiun knot of politics. Probably no satisfactory conclusion can be reached by any platform expression. Therefore it remains for us to avoid the rocks and present some plan to harmonize and satisfy diverse interest, and if possible, add utility to policy. The interests of the manufacturing centres are bih tariff, the interests of the agricultural portions of the country are free trade. But there is an interest of great importance to the American people that has been sadly overlooked, that is the shipping interest, the parrying trade.

In 1850, 8ft per cent of the shipping in the carrying trade was American ,15 percent foreign. Now 85 per cent is foreign, nnd 16 pr cent American, the conditions are reversed. Two causes have contributed to this state of affairs. The war with Anglo-American priva leers swept our ships away, and the difference in systems of taxation, made it impossible for our people to compete with the shipping of Great Britain.
