Delaware, Oregon and Montana have had previous experiences, and 1 there have been vacancies In Pennsylvania, Wyoming and Utah for the same cause. The fact that legislatures do not do their duty Is, of course, chargeable to the state, and the state is the loser by not having its full representation. But states are in no position to punish legislators for not performing their constitutional diy. Senator Hoar had a proposition in the last session to provide that after a week's balloting a plurality of the legislature should elect. This Is to prevent the growing desire on the part of the people and their representatives in Washington for a constitutional amendment providing for the election of senators by direct vote of the people.

If these vacancies do occur and two states nro -actually without representation and two states with only half of their representation, it is more than likely that some action will be taken to prevent such conditions In the future. Responsibility For Appropriation. While there is a great deal of talk during this session of congress about the extravagant expenditures there is also a question as to tbe responsibility, and it Is noticed that the Republicans do not share It ail. Probably as long as there are debates upon this question there will be assertions made by the Republicans that the Democrats were equally responsible for the large appropriations, because they, in a large measure, forced the Spanish war and that the results of that war are what there be auy to make?
