That when said bonds have bee issued, signed and sealed they shall be forwarded to the Auditor of the State of Kansas for registration required bj and when to recorded, they shall be delivered to tbi purchaser.

Section- 7. That to pay the principal and interest on said bonds and coupons as they respectively mature and become due the Mayor and Council shall annually -levy, at the time of making the levy of other taxes, a tax in sufficient amount to pay the interest upon said coupons as they become due, and to retire the entire issue at Section 8. That Ordinance No 276, and all ordinanbes and of ordinances in conflict herewith are hereby repealed. Section 9. This ordinance shall take effect and be in force from and after its publication in the official city papers.

(First Published February 17, 1921) ORDINANCE NO. 283 An Ordinance repealing Ordinance No. 275, same being an ordinance designating the Liberal Democrat 1 as the official city paper. BE IT ORDAINED BY THE MAYOR AND $OUNCm OF THE CITY OF LIBERAL, KANSAS. Section That Ordinance No.

275, being an ordinance designating the Liberal Democrat as the official city paper, is hereby repealed. Section II. All ordinances or parts of ordinances in conflict herewith are hereby repealed. 'Section III. This ordinance shall take effect and be in force from and after its publication in the official city paper.

OF THE CITY OF LIBERAL, KANSAS: Section That-negotiable coupon bonds of the City of Liberal in the amount of Twenty Thousand ($20,000.00) Dollars are hereby authorized, and directed to be issued, Said bonds bearing date of February 1, 1921, and to mature February 1931, all bearing interest at the rate of five per cent per annum payable semi-annually on the 1st days of August and February of each year, both principal and interest payable at the Kansas Fiscal Agency at the State Treasurer's office, Topeka, Kansas. All bonds in the denomination of $1, 000.00 and numbered from One to Twenty, both inclusive; Section 2.

That said bonds shall be substantially in the following foxm to wit: (Form of Bond) UNITED STATES OF AMERICA STATE OF KANSAS COUNTY OF SEWARD" CITY OF LIBERAL WATER WORKS EXTENSION BOND 1,000.00 KNOW ALL MEN BY THESE PRESENTS That the City of Liberal, County of Seward and State of Kansas, acknowledges itself to ower and for value received hereby promises to- pay to the bearer hereof, on the 1st day of March, 19 the principal sum of ONE THOUSAND DOLLARS, together with interest on said sum from the date hereof until paid, at the rate of five per cent per annum, payable semi-annually on the 1st day of' September and March in each year, upon the presentation and surrender of the interest coupon hereto annexed as they severally become due. Both principal and interest payable in lawful money of the United States of America, at the office of the State Treasurer of the State of Kansas, in the City of Topeka, Kansas, and for the prompt payment of the principal and interest of this bond, as they respectively become due, the full faith and credit and resources of said City of Liberal are hereby irrevocably pledged, THIS BOND is issued by th'eiaid City, of Liberal for the purpose of providing funds with which to construct extensions to the Water Works System of said City for the purpose of supplying said city and its inhabitants with water, pursuant to the favorable vote of more than a majority of the electors of said Cty voting at an election duly and legally called and held for that purpose and pursuant to and in full conformity to the Constitution and Laws of the State of Kansas, including Vernon Coulter and S. It crawls along In a seemingly aimless fashion, and having reached the nowhere for which it was headed, It stops' to contemplate its effectiveness. Nobody is ever Interested in a snail, and only the dullurd copies him. If you 'want to see enthusiasm and excitement In animal life, watch an ant Everything interests him.

Everything has a meaning for him. Everything he sees or feels Is a matter of investigation and study. He Is excited all the time and accomplishes something every minute. Every boy and every man ought to be excited about whut he is doing. He should be so intensely Interested In It, so 'thoroughly In love with the task and Its accomplishment, that Its finish should find him thrilled with enthusiasm, Can you imagine Edison working without enthusiasm and excitement! Can you conceive the feverish eagerness with which Galileo worked through the night on that first crude telescope and with w'hat excitement he took his first lok through it toward the 'far-off stars? Yet that telescope was not as powerful as the opera glass you carry to the theater.

Can you imagine with what excitement Mme. Curie looked upon the first tiny, speck of. radium which she had distilled from Hie tons of material which concenled it?
