WAsniNOTOH, Oot 11 The presi dent has decided to appoint a special commissioner with plenary power to carry Into effect the reolproolty provisions of sections 8 and 4 of the tariff act, approved July 24, 1897. It was found upon making an investigation of the matter that the regular force of the department of state is at present so overcrowded with pressing; business that serious delay in carrying out the expressed wish of Congress would In evitably follow If, in addition to the usual routine work of the department, Its officers were required to perform the special examinations and negotiations essential to carry forward the will of Congress as expressed in the sections above referred to. Moreover, the pressure for early and consistent action in the arrangement of measures of reciprocity has been very great, from foreign countries as well as from our own citizens. In view of these facts, the president has designated the Hon.

John A. Has-son, of Iowa, as such special commissioner, with Mr. Chapman Coleman, of Kentucky, as secretary, and Mr. John Ball Osborne, of Scranton, assis tant secretary. The commission is charged particu larly to look after the agricultural Interests, both North and South, not forgetting the large and constantly increasing manufacturing Interests east of the Alleghenies.

It waa painted 367 years ago for the Duke of Mantua, and given by him to the Emperor Charles V. PhHllppa II.

It we'j brought there by the sculptor Leone who sold It to a ploture dealer for the collection of the Emperor The Swedes took it, with other spoils of the Seven Years' War, to Stockholm, where Christina took a fancy to It, and with other treasures transacted it to Rome. She left It to Cmtnal died a few months after it was handed over to him. It passed on to his nephew, and was sold by him to Prince Livlo Odescalchl, who left it to a cousin, Prince Bardassone Odescalchl who gold it to the Due d'Orleans, Regent of Fiance. His son Louis, Duo d'Orleans, a pious prince, thought the head of Leda too pagan, and had It cut out.

Coypel bought the painting and painted in a head from memory. He sold it to Paa-quln, a collector, who gold It at a large profit to Frederick the Great. Marshal Davoust took It from a Prussian palace and brought It bock to Paris. It was there restored and given back to the King of Prussia In 1815. The bead fell oft the canvas on the way, and a new head was inserted by Schleslnger.

The picture is now in the possession of the German emperor, who is fascinated by the swans. As he likes to think himself a Lohengrin, this is as it should be. The curious thing Is that the artist's name has not gone down to posterity, though the picture has been famous for so many centuries. Appetite. Appetite Is entirely distinct from hunger, which may be painful in its extent; it Is Nature's intimation that something Is needed to supply the place of that which has been used or taken away.

Every motion of the body, every thought of the mind, wears away and uses up some particles of the tissues, and unless other particles are supplied in their place the parts would be worn out and lose their strength, and the system would cease to work. Appetite in the nature of instinct, a faithful monitor, which will not cease its admonitions until the want is supplied, until something has been eaten. The best and most healthy appetite is that which Inclines us to eat in moderation when the regular time for eating comes. If the appetite is voracious day after day It is the appetite of disease, and Instead of gratifying it freely we should curb it. The easiest way to corrrect such a voracious appetite as is sometimes connected with dyspepsia, is to take half as much as usual, eat it slowly, and in half an hour you feel that you are not hungry at all and had eaten enough.

Persistence In. this method will in a reasonable time break up the voraciousness unless some other cause than dyspepsia Is at the root of It. An Extraordinary Perl. The most extraordinary pearl of the world is known as the "Southern Cross." It consists of a group of nine pearls naturally grown together in so regular a manner as to form an almost perfeot Latin cross. Seven of them compose the shaft, which measures an inch and a halt In length, the two arms of the cross are formed by one pearl on each side.

All the pearls are of fine lustre. The astonishing freak was discovered by a man named Clark, while pearl-fMlng in Western Australia. He regarded it as a miracle, and entertaining a superstitious dread of it, he burled it. In 1874 it was dug up again, and since then it has changed hands many times. Its value is said to be 10,000.

How it chanced that these pearls were grouped together In such a manner no one has as yet been able to explain satisfactorily. It has been sug gested that a fragment of serrated sea-: weed may have got into the shell of the oyster, and that the succession of teeth along the margin, of the front may have caused the deposition of nacre at regular Intervals, so as to form a string of pearls in a straight line. The cross was found in the shell of the mollusc, as it was taken from its native element. A Nameless Terror. M.

He was appointed by President Lincoln nearly 35 years ago, and has served for a longer period than any of his predecessors, and through a time when the most mo-mentous questions -questions of vital importance to the stability of our governmeut, have come up for settlement, and were settled wisely.
