POSAL. By the adoption of the proposed budget plan Kansas, the legislature would be deprived of the power to increase the appropriations recommended by the governor. Will someone kindly tell us, however, how it is assured that the governor always will be more honest than the majority of the legislature? Suppose we should some time elect a governor who happened to have a serious streak of prejudice against K. S. A.

for instance, and he should recommend inadequate appropriations for the work of the college. The legislature would be powerless to do the college justice. Immediately we would repent of the adoption of suen an amendment as this to the constitution. This paper believes a budget system to be desirable; but is not convinced that the one proposed is the correct one. Rather we believe the governor should have power to recommend a complete budget for the year.

and submit it to the legislature, Then, when the legislature makes increases in his recommendations, the remedy should lie in publicity and the executive veto of particular items so that the people of the state may have an opportunity to judge as to -whether or not such increases are justified. Governor Capper is understood to have selected the budget amendment us one of the three to be proposed to the constitution by this legislature, and we regret that we are unable, 80 far, to follow him in this matter. We believe it would be a mistake to frame a state constitution on the hypothesis that all our governors are to be as able and honorable as Arthur Capper and that all our legislatures are to be as bad as the one of two years ago. LET'S TEACH LOYALTY. One thing that should he added to the course of study in every school, is the teaching of the children the importance of loyalty at home.

And what would any of the homes of your community amount to if there were 110 community centers? Community centers mean the towns, villages or cities. Centers are made up of churches, schools, stores, banks, postoffice, telegraph and telephone exchanges, express offices and railway depots, mills, factories. newspapers. artisans and professional offices. And above all these rises the civil government-the county, city and society organization.

And proper respect and consideration of these things, means teachnig the growing generation that they must give their support to them. That contemplates an attitude of ahsolute fairness toward all home institutions -give the interests that are making your home possible the first chance and the benefit of the doubt. when placed in competition with other interests. Speak kindly of your home business men, and refrain from repeating bad tales vou might hear from the lips of unscrupulous or thoughtless. Be loyal in the truest sense of the word to vour "home" community.

DEAN POTTER WRITES NEW BOOK It May be Ready for Use by the Spring Tterm. A. A. Potter dean of the division of mechanic arts, has now in press a new book on Farm Motors. The new book differs greatly from the 0116 written by Dean Potter on the same subject three years ago, in that it ineludes chapters en automobiles, tractors and animal motors.

This new edition also contains much information on carbureters and ignition systems. It is believed that the new edition will be ready to use in the gas and traction engine classes in the spring term. The publishers are McGraw and Hill Book company cf New York City. Indoor Track Event Will be Held Tomorrow Afternoon. The sophomore and freshman class track teams will compete Saturday afterncon in the annual indoor meet between the two classes. A wealth of freshman material has been out for practice, according to E. A. Bauer, who has charge of the meet.

"There is yet time for more entries to come in," says Mr. Bauer. "The sophomores have been slow in handing me their names, and consequently there are more freshman entered than there are second-year men. The meet will not be one-sided, however, as a number of the sopnomore men will probably make the Varsity squad." The usual indoor events are included in the program. The meet will 1 be held in Nichols gymnasium and will start at 3 o'clock.

Cohmopolitan Club Meets. The Cosmopolitan club will meet Monday, February 5, in A-56 to complete its reorganization. According to the present plans, the membership of the club may consist of foreignborn or American college studems, school of agriculture students. co-eds and faculty members, At the meeting Monday, a short program will he given, and the officers will be elected. There are to be six more weeks of winter, for when the ground hog came out of his burrow for the first time today after his hibernation he saw his shadow, became scared and went back into his hole for six more weeks. The ground hog is the popular American name for woodchuck. According to popular superstition the woodchuck comes out of his 8 burrow on February 2 for the first time after his hibernation.
