That the trade in tobacco with Great Britain, France, Spain, Portugal, Austria, Buzil, and other foreign nations, is clogged with restrictions and limitations wholly incoo- juiKrtaht, if not the chief, staple of agri- cultural production. 21 Resolved, That it is the duty of tba federal govemmeut to use its utmost power, by negotiations or other constitutional means, to obtain a modification or reduction on the part of said foreign nations of the dutiesaud restrictions imposed by them on the importation of American tobacco, 1 1 .1.., ItU'l 10 tills CIK1 1" CltlJ'IO, mi mc uipioiii- tic and commercial powers which the con stitution has confided to it in producing a more just and equal reciprocity in a trade so deeply involving the value of that portion of ilie agricultural labor of the country, in which at least one-fourth of the confederacy is concerned. 3d. Resolved, That the treaties of the United States with China and Japan present a fair and fitting occasion for the enlargement and extension of the tobacco trade of the United States, and it is tha duty of the government of tha United States to use ail tlieir exertions, within the limits of constitutional power, tofosterand encourage the introduction of American tobacco as an article of use among tha people of those nations.

4th. Resolved. That diplomatic negotiations with England, France, Spain, and Austria, as well as China and Japan, ought to be commenced as soon as practicable by the government of the United States, with a view of obtaining a modification of the existing systems of revenue and of those nations in respect to Amori- catl for this purpose instrue- tions ought to be given to our foreign ministers, consuls, and commercial agents in those nations by tho Executive of the United States to use all their constitutional and legitimate functions in producing so dsira-ble a result. Approved, February 14, 1859. No 10.

Joint Resolution to authorize tha Secretary of the Treasury to sell a certain Plat of Land in the City of Petersburg, Virginia, belonging to tha United States. Resolved By the Senate and of Representatives of the United States of America in Congress assembled. That the Secretary of the Tieasury be, and he ia hereby, authorized in bis discretion, if deemed by him consistent with tha public interest, to sell, and by' deed convey to tbe purchaser, a piece or parcel of land lying" at the Southeast corner of the custom-house lot in Petersburg, Virginia, to be so laid off and defined as to make the eastern boundary of said lot a straight line from its beginning, on Tabb street, through to the lot belonging to Powell's Hotel Company; and that the proceeds of such sala be applied, if necessary, to the completion and furnishing of said custom-house building, or grading and enclosing said lot: Provided, That the Secretary of the Treasury shall fix tba minimum below which tbe said lots sball not be sold. And be it further enactnl That all the remaining counties of the State shall I constitute the western division; and one regular term of said court shall bo held on the second Tuesday of November in each year at Moines. And be it further enarted, That the provisions of the several acts of Congress, regulating the courts in the several divisions as heretofore organized shall, as far as tho same are applicable, apply to tho courts of said district under the present division. Sec. 9. And be it further enacted, That the judge of said district court shall have power to make such rules and orders, as may be necessary to carry iuto effect the changes provided for in this act. Sec.
